Origin of card[edit]

So was the card originally issued by the Germans or the French? It just says "following defeat in the Battle of France". Presumably that means following the surrender of the nation, but it's not at clear. If it was after surrender, I presume that it was the German authorities who issued the card to track the inhabitants. This is not clear either. Was there one central database and one type of card for all France, or did Vichy and Occupied France have parallel systems? Not clear either. If the French never had such a thing as ID cards until the Nazis made them use one, I think that it a thing worth knowing. And if the French government somehow managed to start an ID system in a time like this, that would be worth saying as well, for the sake of clarity.
