Image used for illustration in Panteg Steel Works seems to fail NFCC 3, 8. Stated purpose of use is "to accompany Wikipedia article" which doesn't really tell me why we need a non-free image here. (ESkog)^(Talk) 20:14, 15 May 2015 (UTC)[reply]

The image information states, "The photograph is the property of the Torfaen Museum Trust collection and permission has only been given for its use on the Wikipedia article about Panteg Steel Works". If this is true then the image is being used correctly. However, there is no provided evidence that such permission has been given, and unless that can be rectified, either the fair use rationale will need to be tightened or the image deleted.
