To answer my own question, "artiste" means a musical performer and "artist" in this context means painter or visual artist. We may want to do some clean up of the article to make this clearer to readers. PigeonChickenFish (talk) 19:32, 16 May 2023 (UTC)[reply]
There was a translation issue, in Azeri the two awards have distinct names and different history (see Wikidata for details). People's Artiste (xalq artisti) and People's Artist (xalq rəssamı). PigeonChickenFish (talk) 04:25, 17 May 2023 (UTC)[reply]
