On the content quality aspect, I fully agree, I'm just notifying of permission. On the question of the permisison, it was a "any and all information from the above-mentioned content" [boilerplate] from "the creator and/or sole owner of the exclusive copyright of www.niu-edu.us". The intent, from the rest of the email, which wasn't boilerplate, seems to indend to include all content under that domain, but no specific mention of which pages are included, and which are not, just "www.niu-edu.us". So why do they not just change the license listed on their website?

As to the first question, I can not answer that. Problebly the same reasons most photographer do not change their license on their own website when they release them to Commons (dual licesing and all). On the second issue, yes it is. I can not go in to details of the content of the email (since that would be private information, and I've signed a non-disclosure document an all), but they have apparently tried to find someone who is not related to the subject, and asked them to edit the page.
