The article says that “…” are “the correct way” in the north, then later says that «…» are. Which is it, and/or when is each kind typically used?

Unclear is 1) “In the North, guillemets 《 and 》” guillemets (i.e. « ») are different from the double angle bracket(s) 《 (U+300A) shown. Which one is to be used?
2) Do “fullwidth quotes such as 『...』 or 「...」” follow the Japanese/Chinese convention of 『...』 INSIDE 「...」 or, the article indicate is this the other way round.
