Inadequacy for the situation[edit]

Not sure it was so much that the fighting had begun, as that colonials who were willing to consider a political solution wanted direct North American representation in the British parliament and/or some kind of entrenched constitutional guarantee of certain colonial rights which couldn't be overturned by a simple majority vote of a future parliament after the next revolving-door change of ministries -- and the resolution didn't indicate that either would be even seriously considered, much less adopted.
