Classification of the Service

CSS officer fall under two groups under Central Civil Service i.e. Group A and Group B.

• 1. Selection Grade (Deputy Secretary or equivalent) ---Belongs to Central Civil Service Group ‘A’
• 2. Grade-I (Under Secretary or equivalent) ---Belongs to Central Civil Service Group ‘A’
• 3. Section Officer Grade ---Belongs to Central Civil Service Group-‘B’ (Ministerial)
• 4. Assistant Grade ---Central Civil Service Group ‘B’ (Ministerial)

Group A officer i.e. those who belong to Grade I i.e Under Secretary and then the Selection Grade of Deputy Secretary and Directors are direct recruits from the Combined Civil Service Exam that is held all over India. Someone who belongs to Section officer and Assistant Grade are non recruits from the Civil Service Exam but are recruited through the SSC. Only a direct recruit through civil service exam can become or allotted to become an officer in the CSS cadre of posts of Under Secretary, Deputy Secretary and then Senior selection grade of Director then SAG level of Joint and Additional Secretaries.

CSS officer total of this date to 10,000 candidates to which 2000 only belong to the Group A who are recruits through the civil service exam whereas the rest 8000 belong to the Group B and are non recruits through the non civil service exam. If you see the civil list of CSS cadre officer of Grade A then you will see candidates are holding position all the way from Under Secretary to Deputy Secretary (both junior and senior) to Directors to Joint Secretary and even to few Additional Secretaries.

This means that CSS group A cadre officers are holding positions from low to mid to high level executive posts in the Central Government. It is just wrong to say that they hold only lower and middle level positions in the Government. As per history, the CSS was devised primarily to manage the middle level posts in the Central Secretariat, which is the Headquarters of the Union Government but if you see the Civil list it can be clearly seen that since independence CSS has evolved and grown. Hence the Group A officer also holds posts as Joint and Additional Secretary position which is not a middle level but a SAG level position.

Group A and Group B

CSS officers belong to group A who are direct recruits and the ones who belong to Group B who are recruits through non civil service exam. You should know that both Group A and Group B officer belong to both Central Civil Services of the Government of India.

Disputes on Central Secretariat, the Services, history and confusion

This section I will deal with history because I hardly know who edits to know much of the civil services history of history of India in much depth. So to clear the confusion, myth, disputes please read and look below.

• In India, there is a Central Secretariat "which is also called the Cabinet Secretariat" which composes of North, South blocks and the PMO. It is located in New Delhi and is headed by the Cabinet Secretary himself who is head of all the civil services present under the Indian constitution. For this functioning, administration and strong governance of the secretariat there are three different services which comes under it (Cabinet/Central Secretariat): namely the Central Secretariat Service (CSS), Central Secretariat Stenographers' Service (CSSS) and the Central Secretariat Clerical Service (CSCS).

• The CSS contains only two group of officers which is under Grade A and Grade B under the Central Civil Service of India. The Group A officers are only and contain only those candidates who wrote and passed the 'All India Combined Civil Service Exam' of India. They are recruited through UPSC and go through mandatory training in ISTM like the All Indian Services except they go through mandatory training in LBSNAA.
  • The Group A officers post begin from Under Secretary, Deputy Secretary and then Senior selection grade of Director then SAG level of Joint and Additional Secretaries. The officers of Group A can only be civil servants from civil service exam only.

• The Group B officers of the CSS cadre contain of Section and Assistants’ Grade officers only. They are not direct recruits through combined all India civil service exam.

• The Central Secretariat of India also named the Cabinet Secretariat of India has also other two services namely the Central Secretariat Stenographers' Service (CSSS) and the Central Secretariat Clerical Service (CSCS). These two services are not part of the Central Secretariat Service either of Group A or Group B under Central Civil Service.

• The Central Secretariat Stenographers' Service (CSSS) and the Central Secretariat Clerical Service (CSCS) are not part of the Indian civil service or named the civil services of India but are auxiliary services to help candidates working in the Cabinet Secretariat whether they are member of the All India Civil Service or the Central Civil Service which also included officer of both Group A and Group B of CSS cadre.

• Note: This article is about the Central Secretariat Service which means the Group A and Group B officers of CSS cadre who fall under the Central Civil Service just like the IRS, IFS, IES and etcetera. The Central Secretariat Stenographers' Service (CSSS) and the Central Secretariat Clerical Service (CSCS) are part of the Central Secretariat or the Cabinet Secretariat of India and not the Central Secretariat Service.

• Fact: The Central Secretariat Service is named as the Central Secretariat Service because it is the only civil service which directly comes to work for Central/Cabinet Secretariat and is named after the Secretariat as it is located in the Union/Central Government. Just because the Central Secretariat Stenographers' Service (CSSS) and the Central Secretariat Clerical Service (CSCS) are part of the Central Secretariat or the Cabinet Secretariat does not mean they are part of the CSS Group A and B office or the CSS cadre.
